You pay $10 to get to watch the track meet.  You find your place along the outside fence line hoping for a finish line shot.  

Then you see a fence of moving photographers who will block your view pretty much the whole race.  Then at the last lap, they may or many not kneel down, and almost always a moving target before they finally settle down. 

By then, it is already too late for you.  Of course, throw in a few finish line officials.. there you go.. you might just get lucky to get a shot or two in.
